Saudi Arabia's director pool has grown fast since the 2018 cinema reopening. Our network has Haifaa al-Mansour (Wadjda 2012 first Saudi feature, The Perfect Candidate 2019, Mary Shelley). It has Mahmoud Sabbagh (Barakah Meets Barakah 2016) and Ali Kalthami (Sattar 2022 Saudi box-office record via Telfaz11). It also has Shahad Ameen (Scales 2019), Tofik Almuzayen, and Ahd Kamel (actor-director). And it has Bader Al-Homoud (Telfaz11 founder), Faiza Ambah, and Khaled Fahd. Global directors have worked here too. Ric Roman Waugh made Kandahar 2023, a $43M Gerard Butler film, at AlUla + NEOM. Rupert Wyatt made Desert Warrior 2024 with Anthony Mackie at AlUla. We place directors across many top venues. These include NEOM Bajdah Studios' four sound stages (9,000 m² largest in MENA, opened 2022), MBC Studios Riyadh and Jeddah, and Telfaz11 Studios. They also include Manga Productions Riyadh (Saudi-Japan anime JV with Toei Animation), Pixomondo Riyadh, NEOM XR Lab Unreal Engine 5 LED Volume, and Saudi Broadcasting Corporation Riyadh.
Compliance runs through several bodies. The Saudi Film Commission (Ministry of Culture) is first. GCAM (General Commission for Audiovisual Media) sets the type rating: G/PG/PG12/PG15/R15/R18. The Royal Commission for AlUla (RCU) covers AlUla jurisdiction. The NEOM authority covers the NEOM special economic zone. The Royal Commission for Riyadh City (RCRC) covers the capital. GEA handles performer licensing and GACA handles drone authorisations. GOSI runs payroll sign-ups. Saudization Nitaqat quotas matter too: the Saudi-national hire % drives the 5% rebates uplift on the Cultural Development Fund's 40% cash rebates (base 35% + 5%). Festival strategy runs through key events. The Red Sea International Film Festival (RSIFF, Jeddah, chairman Mohammed Al Turki) has been annual since 2021. The Saudi Film Festival Dhahran has run at Ithra King Abdulaziz Center for World Culture since 2008. The AlUla Film Awards round out the slate. Schedules must plan for prayer-time pauses, five daily (Fajr, Dhuhr, Asr, Maghrib, Isha). Friday prayer falls ~12:00-13:30. In Ramadan, the iftar-to-suhoor 9pm-2am hours are peak production windows. October-April is the ideal shoot window (15-30°C). June-September brings 45-50°C extreme heat. The workweek runs Sunday-Thursday. There is zero personal income tax. The SAR is pegged 3.75:1 to USD. There is no domestic film director union. Global DGA work routes reciprocally via Dubai EPS bureaus.
