Saudi production policies sit in two main layers. Domestic primary protection flows through Tawuniya (the largest insurer in the Kingdom, listed on Tadawul), Bupa Arabia (the top medical-plan pro), and Walaa Insurance. The Saudi Central Bank (SAMA, regulator post-2020) and the Insurance Authority oversee them all.
These layers extend to gear all-risks, cast cover, errors and omissions, public liability, employers' liability, business interruption, and short-form weather extension. For larger global shoots, cross-border facultative reinsurance routes through Lloyd's of London markets and the Dubai International Financial Centre (DIFC). This brings higher limits, big completion bonds, and producer guarantee bonds.
GOSI (General Organization for Social Insurance) gives the required workers-compensation and end-of-service benefits for all contracted crew. This sits under Ministry of Human Resources rules. It is needed for each Saudi production, no matter the size.
A few Saudi-specific endorsements recur across production policies. The first is extreme-heat shutdown protection for summer (June-September) at AlUla, NEOM, and the Empty Quarter, where heat hits 45-50°C. The next is sandstorm (haboob) interruption protection for the March-May season, when visibility can drop to zero in minutes. There is also Ramadan-month night-shift relief, since daytime fasting shrinks the shoot window. And policies need Hijri-calendar awareness when they span Eid Al-Fitr, Eid Al-Adha, or Hajj, where holiday access limits can halt the shoot.
GACA aerial-ops endorsements include drone and helicopter work. They carry separate sub-limits for AlUla airspace (under Royal Commission for AlUla / Film AlUla), NEOM airspace, and the Mecca off-limits zone. The Two Holy Mosques in Mecca and Medina are left out of filming policies. Non-Muslim access is barred, and any policy naming those sites gets flagged.
