On Location
Crew hiring in Saudi Arabia mixes a fast-maturing domestic Saudi pool (Telfaz11, Manga Productions, MBC Studios, Big Time Studios alumni) with imported MENA and international department heads, all under GOSI registration, Saudization (Nitaqat) quotas, and Ministry of Human Resources work-permit gates
Crew hiring in the Kingdom means you juggle three pools. The domestic Saudi crew has grown fast since the 2018 cinema reopening. Telfaz11 (Riyadh) has built the country's high-volume crew. That crew made the Sattar (Ali Kalthami, 2022) and its department heads. Manga Productions Riyadh has built an animation and post-prod talent base through its Saudi-Japan JV. MBC Studios (Riyadh and Jeddah) plus Big Time Studios Riyadh form the scripted-drama crew backbone. AlUla keeps its own film-services labor pool, set up through Film AlUla. The Royal Commission for AlUla (RCU) runs a film registry that is separate from the rest of the Kingdom. NEOM crews work inside the special economic zone. They are often hired through Bajdah Studios (9,000 m², four sound stages, MENA's largest stage complex). Imported MENA crew comes mostly from Dubai (DP Wael Abu Mansour and the Image Nation Abu Dhabi pipeline) and Cairo. Key department heads still come from London, Los Angeles, Berlin, and Mumbai. They arrive on Ministry of Foreign Affairs visas paired with Ministry of Human Resources work permits.
Compliance gates shape each crew sheet from the start. Saudization (Nitaqat) quotas set the lowest share of Saudi nationals on payroll for any contracting entity. Some shoots chase the Cultural Development Fund cash-rebates uplift (5% on top of the 35% base = 40% maximum). Those shoots must clear the Saudi-content thresholds that the quotas enforce. GOSI (General Organization for Social Insurance) sign-up is required for crew payroll. Employer inputs run about 12%, plus end-of-service gratuity under Saudi labor law. The working week runs Sunday-Thursday. Fridays carry a hard 12:00-13:30 Jummah prayer hold. Five daily prayer pauses (Fajr, Dhuhr, Asr, Maghrib, Isha) go into call sheets. There is no strong union for actors or crew (unlike SAG-AFTRA, BECTU, or Vidocq). GEA licensing governs performer status. We set up payroll through Telfaz11, Bedaya, and Dubai-based EPS bureaus. We place insurance through Tawuniya, Bupa Arabia, and Walaa Insurance.
